Surry County, NC Trash & Recycling: Bin Placement Rules (2026)

Because unincorporated Surry County relies on county-provided solid waste receptacles rather than door-to-door carts, § 110.10 sets the rules for using them. Section 110.10(A) allows residents to deposit solid waste in the metal receptacles the county provides at its sites. Section 110.10(B) requires that all solid wastes be deposited inside the solid waste receptacle and bars leaving waste at the solid waste disposal site outside the receptacle, so bags stacked beside a full container are a violation, not merely an inconvenience. Certain materials cannot go into the receptacles at all: § 110.10(C) bars hazardous, liquid, infectious and radioactive wastes, bulky wastes, tires, construction and demolition debris, and burning or smoldering materials that would create a fire hazard.

Section 110.10(D) separately prohibits removing any item from a receptacle, climbing on or into one, or damaging it, protecting both the equipment and anyone who might be hurt scavenging or playing on it. The Local Ordinance Officer, Development Services Director, Sheriff's Office and Environmental Health inspectors enforce these rules under § 110.02. Violations are prosecuted under the chapter's general § 110.99 penalty schedule rather than a receptacle-specific fine.
