Tigard, OR Trash & Recycling: Bin Placement Rules (2026)

Section 11.04.100.A of the Tigard Municipal Code sets the placement rules for garbage receptacles in the City of Tigard, Washington County, Oregon. Subsection A.3 puts the burden on the customer: on the scheduled collection day, the customer must provide safe access to the pickup point, one that does not jeopardize the safety of the driver of a collection vehicle or the motoring public. Receptacles must be in a location visible from the street or alley. They must sit at ground level, outside of garages, fences and other enclosures, and within 100 feet of the street right-of-way or curb. Access must not require the collector to pass behind an automobile or other vehicle, or to pass under low-hanging obstructions such as eaves, tree branches, clotheslines or electrical wires.

Subsection A.4 covers households: all solid waste receptacles located at single-family residences must be placed together in one authorized location on the regularly scheduled collection day. Subsection A.6 requires customers to place items not intended for pickup at least three feet from solid waste receptacles, and A.7 says no person shall block the access to a solid waste container or drop box. Subsection A.5 requires every receptacle, including cans, containers and drop boxes, to be maintained in a safe and sanitary condition by the customer.

The code also regulates the can itself. Under A.1, receptacles designed for manual pickup have two handles, a close-fitting lid with handle, a capacity not to exceed 32 gallons, and watertight, rodent-resistant construction. Under A.2, sunken refuse receptacles cannot be used unless the owner places them aboveground for service. Section 11.04.030 defines curbside as receptacles placed by the customer for pickup within five feet of a public roadway or at a location approved by the franchisee. The chapter ties placement to the scheduled collection day and prints no clock time for setting carts out, and it prints no screening rule for carts.

The consequence of poor placement falls on service. Under § 11.04.100.B, a customer who does not comply is not owed service: the franchisee is not obligated to provide it, must immediately notify the customer and the city, and the customer can be charged as if the service had been rendered.
