Youngstown, OH Trash & Recycling: Bin Placement Rules (2026)

§ 979.02(h) of the Youngstown Codified Ordinances sets the placement window for every garbage receptacle in the City. Outside of collection day, the receptacle has to sit in the rear area of the residence; it can only move toward the curb for a 12-hour window before the scheduled collection and has to be back in the rear area within 24 hours after collection finishes. Where the rear area itself borders a public way, such as an alley or street, the ordinance adds a distance rule on top of the timing rule: the receptacle must be kept at least 25 feet away from that adjacent public way even during the permitted set-out window.

The section does not list its own fine for a rear-area or set-out-timing violation, so a violation of subsection (h) falls back on the chapter's general penalty at § 979.99(a): a misdemeanor of the third degree, since subsection (i)'s specific fourth-degree misdemeanor penalty is written to cover only violations of subsections (b) through (f), which govern City-issued cart ownership rather than placement and timing. The receptacle rules sit inside Chapter 979, enforced through the City's contracted collection system and the Department of Public Works.
