Youngstown Codified Ordinances § 1102.03(g)(5)(B), part of the Design Review Committee's servicing and waste disposal standards for the Central Area, requires outside dumpster areas to be located in the rear yard where possible, enclosed and screened from public view. The pad underneath must be paved with permanent hard surfacing and remain accessible to the trucks that service it, and the enclosure or screen around the dumpster must be built of material that matches or is compatible with the primary building's materials, not a mismatched fence thrown up after the fact.

The Committee recommends landscaping the area around the screen for further softening, though that landscaping step is a recommendation rather than a mandate. The section's flat prohibition is unambiguous: in no instance shall dumpsters be permitted in the front yards of any site. That front-yard bar sits alongside the broader front-yard rule in § 1102.03(g)(2), which also excludes parking and loading docks from front yards, and both provisions push servicing activity under § 1102.03(g)(5) toward the rear or side yard and, where visible from public roadways, entry drives or pedestrian areas, requires that view to be screened.

Utilities placed above ground near a dumpster enclosure must likewise be screened and landscaped under § 1102.03(g)(5)(A). Applicants submit dumpster enclosure location, paving and screening material details as part of the site plan the Design Review Committee reviews before a Central Area building permit can issue.
