Youngstown, OH Trash & Recycling: Collection Schedule (2026)

§ 979.02 of the Youngstown Codified Ordinances, amended by Ordinance 18-94 on April 18, 2018, builds the City's garbage collection system around a single City-issued cart per customer rather than a resident's own can. Subsection (a) commits the City to issuing one trash cart at no cost to every customer, defined elsewhere in § 979.01(a) as any person or household with an open water account, making cart-based service effectively mandatory citywide rather than optional. Subsections (b) through (g) then lock the cart to a specific address: the cart remains City property, is assigned to that address, and no one can remove it from the address where it's registered or possess a cart registered somewhere else.

If a customer moves out, the cart has to stay with the property or go back to the City, and a resident cannot take a City-issued cart out of Youngstown at all. Additional carts beyond the free one are available for purchase through the Department of Public Works, but even a purchased extra cart cannot leave its assigned property without the prior approval of the Deputy Director of Public Works or a designee. Any cart the City finds away from its registered address is subject to repossession, and violating subsections (b) through (f) is a misdemeanor of the fourth degree under subsection (i).
