Youngstown, OH Trash & Recycling: Bulk Item Disposal (2026)

§ 979.01(e) of the Youngstown Codified Ordinances defines a 'BULK ITEM' as stoves, water tanks, washing machines, other appliances, furniture, bags not exceeding 35 pounds, and other waste that is allowed for disposal but will not fit inside the City-issued cart. Bulk items sit alongside garbage, rubbish, soft yard waste and hard yard waste in the combined category the City calls 'Waste' under § 979.05(a), enacted by Ordinance 19-114 on April 17, 2019. That section bars any owner, lessee, agent, tenant or business entity from setting out Waste for collection, in a manual collection zone, in an amount over 20 cubic yards; construction debris does not count toward that cap or fall under the definition at all.

The Sanitation Supervisor decides through reasonable inspection whether a set-out crosses the 20-cubic-yard line, and documents the violation, regardless of whether the resident is disposing of eviction leftovers, a garage cleanout, or material staged for a private hauler. Every violation is automatically a nuisance per se under § 1749.01, letting the City enter the lot and abate it without prior notice. Subsection (d) makes the property owner personally liable for the cost of that removal at a minimum service charge of $500.00 per occurrence; the City can certify unpaid costs to the County Auditor as a lien on the property collected with property taxes, or pursue the owner directly through a civil action.
