Single-family residential customers in Chino receive up to three (3) free bulky-item curbside pickups per calendar year through Waste Management, plus a separate allotment of up to three e-waste items per year. Acceptable items include furniture, mattresses, and appliances; excluded are construction debris, tires, hazardous waste, and anything two people cannot safely lift. Per the City of Chino's bulky-item program page and the WM 2025 service guide, each single-family residence is entitled to three free curbside bulky-item pickups per calendar year. Acceptable items include couches, mattresses, box springs, washers, dryers, dishwashers, refrigerators (Freon-containing items accepted by WM), water heaters, and similar furniture and appliances. Excluded items: car bodies and auto parts, tires, construction and demolition (C&D) debris (which has its own program — see Form CD-1), hazardous waste (paint, solvents, batteries, motor oil), and any object too large for two people to handle. E-waste (TVs, monitors, computers) is collected separately at a limit of three items per calendar year at no charge. Additional bulky pickups beyond the free three are billed at the published rate (approximately $38.18 per pickup under the FY 2024/2025 rate schedule). Schedule pickups by calling WM at 1-800-423-9986 or via the WM customer portal at least one service day in advance; items must be placed at the curb the night before the scheduled pickup. C&D waste from any building permit must instead be diverted under a Waste Management and Recycling Plan (Form CD-1) — a 65% diversion rate is required to comply with CALGreen § 5.408 and Chino Municipal Code Title 15.
Placing bulky items at the curb without a scheduled pickup, or leaving excluded items (tires, C&D, hazardous waste) for collection, is treated as illegal dumping or unlawful storage of refuse and is enforced under Chino Municipal Code Title 8. Cal. Penal Code § 374.3 makes dumping waste matter on public or private property without consent an infraction or misdemeanor — $250–$1,000 first offense, $500–$1,500 second, $750–$3,000 third — with mandatory cleanup costs.
