Grand Forks, ND Trash & Recycling: Bulk Item Disposal (2026)

Bulky waste in Grand Forks, defined in § 13-0403 to include construction refuse (building materials and demolition debris) and white goods (refrigerators, freezers, stoves, washers, dryers, water heaters, sinks, tubs, and toilets), does not move through the routine curbside garbage cart system. Instead, § 13-0406.1 requires any private collector or hauler of rubbish, construction refuse, or white goods to obtain a permit from the city council before hauling those materials over any city street, alley, or public way. The application goes to the city auditor and must list the applicant's name, firm, address, the vehicles used, and the materials to be hauled; the fee is set by council resolution, the permit runs for one year, and it can be revoked for a violation after certified-mail notice, with the holder able to demand a council hearing within ten days.

Permits are nontransferable and must be surrendered to the city auditor on a sale or lease of the hauling business. Section 13-0406(4) gives residents and businesses a separate path: the article does not authorize private collection of garbage generally, but it does not stop anyone from hauling their own garbage from their own home or business straight to the landfill. Section 13-0406(5) similarly restricts private hauling of asbestos or asbestos products without city council authorization and compliance with local, state, and federal rules.
