Section 13-0401 establishes a Department of Sanitation to run the garbage and rubbish collection system, incinerator and landfill, and Section 13-0402 declares collection compulsory and universal citywide with fees set to match the cost of collecting and disposing of waste. Section 13-0404 requires each property owner or occupant to furnish one or more covered garbage containers of twenty to thirty gallons, placed on proper stands no more than fifteen feet from the abutting alley, with one extra container required for every five adults beyond five occupants in a dwelling, and buildings with three or more apartments must have containers furnished by the building owner.

Section 13-0406 has the city collecting garbage and rubbish from the entire city as frequently as necessary to protect public health, except where streets or alleys are temporarily impassable, and it does not relieve occupants of collection fees during such gaps. Private haulers cannot collect garbage, rubbish, construction refuse, white goods or recyclable materials without a special permit from the city council under Sections 13-0406.1 and 13-0407, and a recyclable-materials permit runs three years while a rubbish or construction-refuse permit runs one year. Section 13-0411 requires every resident to use the city's disposal service and pay for it, except in areas where the city provides no collection service at all. Section 13-0413 authorizes the solid waste superintendent, with city council consent, to run recycling and composting programs and place designated receptacles around the city.
