Bulk item collection in Richmond is folded into § 23-44, the same section that sets residential collection times generally. Subsection (b) directs the Director of Public Works to establish a regular schedule for bulk item pickup at no charge to the resident, but two carve-outs cost extra: requesting same-day collection of bulk items triggers a $100 fee, and having the City haul away an appliance, such as a refrigerator, washer, or stove, costs $50. Subsection (e) gives the Director authority to redirect bulk collection to private or contract haulers when the quantity, location, or building design makes an item incompatible with normal City equipment, with advance notice to the resident so alternate arrangements can be made.

Subsection (f) narrows fee relief to two situations only, City-designated cleanup events or declared emergencies, so a resident cannot get the same-day or appliance fee waived simply by asking. Eviction-related bulk waste gets its own rule in subsection (g): when a landlord or the landlord's agent files an eviction with the City Sheriff, they must remove everything set outside during the eviction within 72 hours. If the evicted tenant, building owner, or the owner's agent does not clear it within that window, the City removes it and bills the building owner a flat $250 removal fee, in addition to, not instead of, the normal bulk collection fee structure in subsection (b).
