SMC § 13.14.190 governs large household appliances and bulky items separately from routine garbage service. Collection is available only to residents already subscribed to garbage service through the city's authorized collection company, comes at an extra cost, and must be set out at the same location used for standard garbage pickup; the code specifically bars leaving these items out in a public place. Bulky items that are not hazardous waste may simply be disposed of as garbage, while large household appliances are classified as recyclable material and must be processed by the hauler for reuse or recovery, or delivered to a large household appliances processor.

Setting an item at the curb, or delivering it to the hauler, transfers title to the collection company. The hauler may refuse appliances mixed with unrelated garbage, or any item containing contraband or hazardous waste, and must post a notice on the refused item stating the specific basis for refusal; the resident who set it out then has no more than five days to remove it. Because refrigerators, freezers and similar units pose a suffocation hazard, they can only be set out with the door removed, the latch disabled, or the door secured shut, before the hauler will take them.
