Section 13.14.175 sets up the mechanics of Shoreline's curbside recycling program. Subsection A frames participation as encouraged rather than mandatory, and it identifies the cart sizes available for separate recycling collection: 32-gallon, 64-gallon and 96-gallon carts, all supplied by the city's authorized collection company rather than purchased by the resident. The section incorporates the substantive definition of what counts as recyclable by cross-reference to § 13.14.010, which lists aluminum and tin cans, corrugated cardboard, glass containers, mixed paper, newspaper, recyclable plastic containers that held non-hazardous products, plastic films, polycoated cartons and scrap metals, and separately extends the term to motor oil and fluorescent bulbs when they are properly packaged and kept apart from other recyclables.

Recycling sits alongside two other cart-based programs in the same chapter: the yard debris program under § 13.14.180, which uses the same three cart sizes for yard debris, food scraps and compostable paper, and the standard garbage cart governed by the weight and placement rules in §§ 13.14.070 and 13.14.080. Because § 13.14.175 does not appear among the sections listed in the § 13.14.240 civil infraction schedule, the program itself carries no direct fine for nonparticipation; the enforcement tool the chapter does use is the content restriction in subsection B, which limits what may go into the cart once a customer opts in.
