Blaine, MN Trash & Recycling: Collection Schedule (2026)

Section 62-21(a), "Providing collection at households or businesses," anchors Blaine's mandatory trash system: pursuant to Minn. Stat. § 115A.941, every dwelling unit and place of business in the city must contract for solid waste collection service provided at least once a week, and the section specifies that all dwelling units except apartment buildings and manufactured homes receive that weekly service under a city contract rather than a private one. Apartment buildings and manufactured home residents must instead arrange their own private hauler under the licensing scheme in section 62-22.

Section 62-21(e) sets the billing mechanism for the city-contracted service: a monthly charge established by council action, with a late charge if not paid within 25 days of the billing period and delinquent amounts certified to the county tax rolls. Section 62-21(f) allows a 50 percent reduction in the charge for households headed by a resident 65 or older or a person rated 100 percent disabled by the Social Security Administration, when household income does not exceed the federal poverty guideline for a family of four plus $3,000.00 and total assets excluding the home do not exceed $20,000.00.

Because the mandate flows from state law as well as city ordinance, a resident cannot simply opt out of weekly collection service within Blaine's city limits.
