Blaine, MN Trash & Recycling: Yard Waste Collection (2026)

City Code Sec. 62-19 defines yard waste as garden waste, leaves, lawn cuttings, and weed, shrub and tree waste and prunings, a category kept distinct from ordinary refuse. Sec. 62-21(a) requires every dwelling unit and place of business to contract for solid waste collection service provided at least weekly, under Minn. Stat. § 115A.941, and Sec. 62-21(c)(1) directs that on the designated pickup day, yard waste along with refuse and recyclables must be set out immediately behind and within two feet of the curb, never placed in the street.

Containers may not sit at the curb for more than 24 hours before or after collection under Sec. 62-21(b). Sec. 62-21(g) separately makes it unlawful to kindle or maintain any open fire fueled in part by refuse or yard waste, including chemically treated lumber and other burnable building materials, and adopts the state pollution control agency's air pollution regulations by reference. Only licensed haulers under contract with the city, or private haulers licensed under Sec. 62-22, may transport yard waste over city streets; anyone hauling it without authorization is subject to the same licensing scheme that governs refuse and recyclables collection citywide, and the sanitation fund created under Sec. 62-20(b) covers the cost of the yard waste collection system.
