It shall be the duty of all householders within the city to place garbage in regulation containers, under closely fitting covers or treated garbage bags, within five feet of the traveled portion of the street, on garbage pickup days which have been designated by the director, before the hours of 7:00 a.m., and to remove the empty containers from the street promptly following the pickup of the garbage, but in no case later than 9:00 p.m.
