Section 106-117(a)(1) sets the baseline for how residents must prepare trash generally: paper and other small or flexible objects go in approved containers not exceeding 30-gallon capacity, and anything light enough to blow away, like loose paper, has to be covered or closed to prevent it scattering in normal wind. Approved containers include standard metal or plastic garbage cans, cardboard boxes, and paper or plastic bags made for refuse disposal, or any other suitable container that does not exceed 60 pounds when full. A container that is collapsed, disintegrated, or otherwise damaged to the point of being useless for holding trash will not be collected.

The pickup schedule itself runs on a two-day weekly cycle under § 106-116(a). On the city's first collection day of the week, crews take leaves, yard clippings, paper, straw and other flexible material placed in an approved container, plus containerized yard debris. On the second collection day, crews take all containerized garbage, plus any loose yard debris that stays within the volume limits of § 106-117(a)(2). The director or a designee sets which weekday applies to each route. Not everything qualifies for routine pickup. Section 106-116(b) excludes construction or demolition material, and logs or limbs from commercial or major tree-trimming work, from collection service entirely; whoever generated that material has to dispose of it, and pay for disposal, on their own.

Commercial establishments follow a separate placement rule under § 106-114: their containers cannot sit in the public right-of-way or on the sidewalk except during the hours the disposal service is actually running.
