Under Sec. 54-33 of the Jonesboro Code of Ordinances, every permanently or temporarily occupied residence in the city must be provided house-to-house street-side waste collection service, and that service consists of exactly one pickup per residential unit each week. The sanitation superintendent decides whether multi-unit residential buildings receive individual containers per unit or a shared collective container, and each housing unit with adequate access is treated as its own residential unit with its own container under Sec. 54-33(c). The city extends this mandatory service to single dwelling units, all apartments, and apartments converted to condominiums, and it also provides a no-charge carryout service under Sec.

54-33(d)(4) for residents with disabilities who cannot convey their own container to the curb, provided they first furnish reasonable evidence of disability to the sanitation department. Curbside recycling service is bundled automatically with collection service under Sec. 54-33(e). Multi-unit housing and mobile home parks may instead receive a large collective container under Sec. 54-33(f) when the superintendent judges individual containers impractical, but commercial or industrial waste cannot be mixed into any collective container without sanitation department approval. Separately, Sec. 00 per offense, with each day of a continuing violation counted as a separate offense, plus a possible ten-day grace period after notice before enforcement begins.
