Cherry Hill, NJ Trash & Recycling: Dumpster Rules (2026)

Cherry Hill Township Code § 19-4, adopted as a stormwater control measure under Ordinance No. 2010-24 and amended by Ordinance No. 2015-24, targets any 'refuse container' controlled by a person, whether owned, leased or operated, including dumpsters, trash cans, garbage pails and plastic trash bags. 3 sets two duties: the person who controls the container must keep it covered at all times and prevent refuse from spilling out, and the person who owns, leases or otherwise uses it must ensure it does not leak or discharge liquids, semi-liquids or solids into the municipal separate storm sewer system (MS4) the Township operates.

2 defines the MS4 as the roads, catch basins, curbs, gutters, ditches and storm drains the Township or another public body owns and uses to collect and convey stormwater. 4 exempts five categories: permitted temporary demolition containers, litter receptacles that are not dumpsters or bulk containers, individual homeowner trash and recycling containers, containers at facilities already authorized to discharge stormwater under a valid NJPDES permit, and large bulky items such as furniture or white goods set curbside for pickup. Everything else, including commercial dumpsters and roll-off boxes kept outdoors at retail, office and restaurant sites along Route 70 and Route 38, must stay closed and leak-free. 6 caps the penalty at a $500 fine per violation.
