Irving, TX Trash & Recycling: Dumpster Rules (2026)

1(a) prohibits placing a commercial container, defined elsewhere as a dumpster, in the front or side yard between a building and the street, on curbs or in the right-of-way, in a fire lane, in a required parking space, or anywhere it blocks traffic, obstructs sight lines at an intersection, or interferes with utilities. 1(b) then requires screening on three sides, using masonry, brick, stone, 24-gauge architectural metal panel, cementitious fiberboard, or stained cedar board-on-board fencing with six-inch boards, three runners, and a stained cap rail, plus a double-swing, blind gate on the fourth side built with stop pins so it can be pinned open during pickup and locked shut otherwise.

1(b)(3). The property owner must also provide a concrete or asphalt pad and approach rated for the container's weight. Industrial-zoned lots that place the container as far from the street as practical are exempt from the enclosure requirement, and publicly accessible paper-recycling bins are limited to two per lot. For roll-off containers ordered through the city's own solid waste service, Section 33-18(a)(2)h caps containers set out for construction and demolition debris at twelve-yard and twenty-yard sizes only, and Section 33-18(a)(2)e lets a customer request relocation of a delivered roll-off if the new spot is director-approved and the relocation fee is paid.
