Dallas, TX Trash & Recycling: Dumpster Rules (2026)

Dallas treats a commercial dumpster, roll-off box, or debris box the same way it treats a franchised collection vehicle. Sec. 18-29 defines a 'collection bin' as one or more container, roll-off box, debris box, dumpster, or other free-standing waste container used to deposit and collect municipal solid waste or recyclable material, and Sec. 18-32 makes it an offense to operate, or to cause the operation of, a solid waste collection service, including placing and servicing these bins, without a solid waste collection franchise granted under Article IV of Chapter 18 and Chapter XIV of the city charter.

Once a dumpster or roll-off is in use, Sec. 18-30(b) gives the director authority to impound the container along with the vehicle that services it, in two circumstances: the bin or its contents have become foul, offensive, or otherwise hazardous to public health or safety, or the bin is being used to collect solid waste material in violation of Article IV. An impounded dumpster cannot be moved again without the director's consent, and it cannot go back into service until the waste inside is disposed of and the container itself is cleaned and brought back into compliance, per Sec.

18-30(c). Getting an impounded bin back is not free: Sec. 00 impoundment fee for hauling the container to a city storage facility, and Sec. 00-per-day storage charge for every day it sits there before the owner reclaims it.
