Section 19-30 sets the design and placement standards for commercial waste receptacles. Front-loading containers must sit on a concrete pad 14 feet by 20 feet, six inches thick, rated 3,000 psi, with number 3 rebar 24 inches on center, and must be screened from view by an enclosure matching the main structure's material and color, at least six feet tall. A container oriented perpendicular to its access point needs a 52-foot turning radius for the collection truck; one that is not perpendicular must sit at a 30-degree angle from the fire lane, alley or other access route.

Roll-off receptacles follow a similar spec: a 14-by-30-foot pad for units up to 28 cubic yards, a 14-by-35-foot pad for 28-to-43-yard units, the same six-inch, 3,000 psi, number 3 rebar construction, and the same six-foot screening enclosure. The director of public services must approve any alternative design. Locations built before these standards took effect must be brought into conformance once the property pulls a building permit to repair, remodel, enlarge or replace the main building or the receptacle pad, if the location is in a state of disrepair the city considers a hazard.

Only the owner, lessee or an authorized representative may deposit waste in a commercial container posted against unauthorized dumping, and it is unlawful to obstruct a commercial-type container by parking in front of or within five feet of either side, or in any way that interferes with servicing.
