Richardson, TX Trash & Recycling: Bin Placement Rules (2026)

Section 19-26(a) bars placing or throwing garbage, trash, recyclable material or waste of any kind on a street, sidewalk, alley, public way, parking lot or open space except into a proper receptacle, and requires that receptacle to sit at the rear of the premises adjoining the alley, accessible to the collection crew. Where a residence has no alley, public utility easement or other public way at the rear or side, receptacles must instead go at the front edge of the front sidewalk. The superintendent of the solid waste division may designate other locations for garbage and recycling receptacles from time to time.

It is unlawful for any occupant to let a residential receptacle remain on the public right-of-way, front, side or rear, on days other than those the solid waste superintendent designates for garbage and trash collection. Section 19-26(b) separately makes it unlawful for an owner, occupant or person in control of a residence, business or commercial establishment to allow garbage, trash, waste or recyclable materials to pile up or accumulate on any sidewalk or street; all such material must go into an approved container under the article.
