01(B)(3) of the Rose Hill Code gives the Public Works Director authority to order large containers, dumpsters, once a unit's collection needs go past three regular containers. That threshold applies broadly: apartment buildings, mobile home parks, commercial operations, industrial operations, or any multi-family dwelling complex. The cost of the dumpster or containers themselves falls on the user, not the town. 01(B)(4) then fixes the construction standard: dumpsters must be made of metal, and must be sized, shaped, and designed so the town's collection trucks can service them; a container that trucks cannot lift or empty does not satisfy the ordinance even if it holds the same volume.

01(B)(1)-(2): a standard single-family residence gets one town-provided roll cart, additional carts need the Public Works Director's advance sign-off, and it is unlawful to dump garbage anywhere other than the required receptacle or to leave that receptacle uncovered. 01(B)(8). Ownership questions matter too: town-issued roll carts remain town property under (B)(10) and carry a tracking number, but dumpsters bought to meet the three-container threshold belong to the user who purchased them, along with the duty to keep them in metal, collection-ready condition.
