02 of the Rose Hill Code covers preparation of garbage and trash for every premise in town. 01. 02(B)(2), can go in the roll-out cart or must be bagged, bundled, packaged, boxed, or otherwise bound, tied, or secured into one-person loads set adjacent to and behind the curbline or roadway edge; a one-person load cannot exceed four feet in length or 75 pounds in weight. Tree and shrubbery trimmings too large to containerize are handled separately under (B)(4): they must be neatly stacked behind the curbline, and any pile larger than a cord (four feet by four feet by eight feet) can trigger a special collection with an added charge set by the Public Works Director.

Commercial tree and landscape work is excluded outright under (B)(5): branches and limbs cut by a landscaper, tree service, or other commercial contractor, or debris from clearing vacant land, are not picked up by the town at all, and heavy material like tree trunks must be cut into sections small enough for the town's bulk equipment before it will even be considered. Two more prohibitions round out the section: (B)(7) makes it unlawful to cut, slash, or upset a bag or container of garbage or trash, or scatter its contents, and (B)(8) bars throwing or dumping rocks, bricks, lumber, glass, cans, or paper and plastic bags onto a public street, sidewalk, or private property without the owner's permission.
