Rose Hill, NC Trash & Recycling: Holiday Pickup Schedule (2026)

04(A) builds the holiday exception directly into Rose Hill's collection duty: the Public Works Department must collect, remove, and dispose of refuse at least as often as the chapter requires, except as otherwise provided in the code and except for holidays or emergencies arising from an act of God or other circumstances over which the town has no control. 04(B)(6) then hands the actual decision to the Public Works Director, who may change the schedule of collections if situations such as holidays or weather arise, covering both a fixed holiday closure and a weather emergency that keeps trucks off the road.

The section attaches one procedural condition to that discretion: the change is only exercised once the Town Administrator, the Town Board of Commissioners, and the public have been informed of it, and the code requires that notice go out as soon as practicable, rather than after the fact. Because the underlying weekly schedules in (B)(1) through (B)(5), residential garbage, recycling, trash, commercial refuse, and yard debris, are all set by reference to this same section, a single holiday declaration under (B)(6) can shift every route in town at once rather than requiring a separate notice for each waste stream.
