Santa Clara's general code sets construction-grade standards for any solid waste enclosure built with a new development or major retrofit. 100(c), the enclosure must drain to the sanitary sewer, or be covered and sited at least 25 feet from any storm drain inlet, and its entrance apron must slope between 2 and 4 percent so outside stormwater cannot run into the enclosure. The front of the enclosure needs a double swinging gate fitted with bollards or J-hooks that opens through at least a 120-degree arc and leaves a clear, unobstructed opening of 12 feet, wide enough for a collection truck to service the enclosure without maneuvering tight turns.

Inside, the enclosure must be large enough to hold three separate containers, one each for garbage, recycling and organic waste, reflecting the city's three-stream collection system. The pad itself has to be a minimum six-inch-thick reinforced concrete slab rated for 40,000 pounds, while the approach and point-of-service area, where the collection truck actually parks, needs a 12-foot-wide, eight-inch-thick pad rated for 60,000 pounds. 5 feet in drive mode and 20 feet in service mode, with private roads built to carry 60,000-pound trucks. New single-family subdivisions must provide a 33-foot turning radius (66 feet curb to curb) for a full 180-degree turn.

Food establishments must also place grease/tallow bins inside the enclosure when possible, or build a separate dedicated enclosure draining to the sanitary sewer if space does not allow it. These standards, adopted by Ordinance No. 1947 in January 2016, apply at the plan-check stage for any new solid waste enclosure in the city.
