Titusville, FL Trash & Recycling: Dumpster Rules (2026)

Titusville's Land Development Regulations single out refuse facilities under Sec. 30-259, "Screening of dumpsters": dumpsters and other refuse containers may be located only in a side yard or rear yard, and never in a yard that abuts a street classified as a collector or arterial on the city's Roadway Classification Map. Every enclosure must be built of an architectural surface matching the principal building and screened from public view, a standard the city's broader buffering rules at Sec. 30-15(e) spell out in detail: dumpsters must be screened by a fence or wall meeting the six-foot, one-hundred-percent-opaque standard set for buffer walls in Sec.

30-15(b) (wood, precast concrete, masonry, stone or similar materials at least a half-inch thick, no corrugated or galvanized metal), the enclosure needs a five-foot landscape strip clear of doors and accessways planted with shrubs on three-foot centers, and the opening must face away from public view or be separately screened. These placement and screening rules sit in Chapter 30 of the Land Development Regulations, not the general Code of Ordinances, so enforcement runs through the city's land development code enforcement process rather than Chapter 1's general penalty section.

On the utility side, Chapter 16 sets what commercial dumpster customers actually pay. Sec. 22 per cubic yard for recycling, current for bills rendered on or after October 1, 2025. The section also lets commercial customers share a single dumpster, with each shared account billed a fraction of the total monthly fee, never less than the commercial can-service charge.
