Titusville, FL Trash & Recycling: Bin Placement Rules (2026)

Section 16-48 of the Titusville Code of Ordinances requires the owner, tenant, lessee or occupant of every premises to provide refuse containers in sufficient number to hold all waste that accumulates between collections. Each container must be durable, made of metal, plastic or rubber, rust resistant, nonabsorbent, watertight, rodentproof, fitted with a tightfitting cover, and easy to clean; approved disposable plastic bags may be used instead of a rigid container for garbage and rubbish. A container that does not conform, or that has ragged or sharp edges or any defect liable to hamper or injure the collector, must be promptly replaced once the city gives notice, and the director of public works can refuse collection service until it is.

Section 16-54 adds the placement side of the rule: before the scheduled collection day, the user must locate private or city-owned containers where they will be readily available for pickup, and is responsible for providing clear access to them on the collection day itself. If a container is not accessible when the truck arrives, the city will not collect until the next scheduled day unless the resident arranges an extra collection at the rate set in Sections 16-117 through 16-120; for containers behind a gated enclosure, arrangements can be made for the driver to open the gate for a fee, and the user is responsible for closing it afterward.

Garbage containers specifically are capped under Section 16-49 at no more than 32 gallons and no less than 10 gallons, weighing no more than 50 pounds when filled. These placement and access rules apply citywide in Titusville, Brevard County, and are separate from the curb-timing rules in Section 16-59.
