(a)It shall be unlawful for any person to deposit, throw, or pile, or cause to be deposited, thrown, or piled upon any sidewalk or street of the city, any rubbish, trash, weeds, brush, wood or other like matter, except for immediate removal; or for any person who has so deposited, thrown or piled or caused to be deposited, thrown or piled any such matter upon any such sidewalk or street to allow the matter to remain there for longer than a reasonable time or to fail or refuse to clean such sidewalk or street of all refuse or litter resulting therefrom.(b)It shall be unlawful for any person to deposit, throw, or pile or cause to be deposited, thrown or piled upon any sidewalk, parkway or street of the city any hazardous, industrial, construction, special, or other uncollectible wastes as defined in this article at any time. Provided, however, that special cleanup days are scheduled by the city manager from time to time as neighborhood cleanup projects authorized by the city commission.
