Grand Junction, CO Trash & Recycling: Illegal Dumping (2026)

Grand Junction Municipal Code § 8.12.010, in the City's Litter chapter, prohibits casting, throwing, placing, sweeping or depositing refuse anywhere in the City in a manner that lets the elements carry or deposit it onto a street, sidewalk, alley, sewer, parkway or any other public or private place. The same section separately bars dumping your own refuse into someone else's collection container so that it gets collected as though the other person generated it, a common tactic for dodging trash pickup fees. A companion provision, § 8.12.020, requires any vehicle hauling a load on a City street to be built, loaded or covered so nothing drops, sifts, leaks or blows off, closing the loophole of an uncovered truck bed scattering debris along the route.

Chapter 8.12 sets out no fine schedule of its own, so an illegal dumping citation is punished under the code's general penalty at GJMC § 1.04.090: a fine of up to $1,000, up to one year in jail, or both, for any adult violator, with a reduced schedule of up to $1,000 and up to 48 hours of public service for someone under 18. Because § 1.04.090(a) treats each day a violation continues as a separate offense, refuse left to accumulate on a lot or right-of-way can generate a new charge for every day it remains uncleaned.

Grand Junction Police officers and Community Development code enforcement staff both have authority to investigate and cite for litter and dumping complaints within City limits.
