Section 8.28.140 divides collection practices into residential and commercial rules. For residential customers, the City collects a designated volume of refuse not exceeding the volume of the container during the collection period for a set charge; extra accumulations or nonrefuse items are collected only when requested, and the City can refuse to collect the extra amount or require an added charge for it. Commercial customers are billed instead by the weight, volume and frequency the City agrees to collect, and any additional amounts require extra charges the City Manager sets.

The same section separately regulates the trucks doing the hauling: anyone disposing of nonrefuse waste material, and anyone hauling refuse within the City or over City streets, must use a watertight hauling area with a tight cover, operated to prevent offensive odors from escaping and to keep refuse from blowing, dropping or spilling en route. Refuse contaminated with disease-producing material regulated under C.R.S. Title 25 cannot be set out for collection at all. Disposal itself must happen outside City limits unless the City Manager specifically authorizes use of a City landfill, and the City Manager can adopt further collection and disposal regulations, subject to the § 8.28.070 appeal process, as long as they do not conflict with law.
