Largo, FL Trash & Recycling: Illegal Dumping (2026)

Sec. 20-104 covers four distinct dumping offenses. First, it is unlawful for any person or corporation to transport solid waste into the city for the purpose of having it collected and disposed of through Largo's own collection system, closing off the possibility of importing outside trash to dump on the city's service. Second, no incinerator may be erected or operated in the city without the city manager's approval of a permit application reviewed for compliance with federal, state and local regulations. Third, any unauthorized accumulation of solid waste on a premises is declared a nuisance and prohibited outright, and failing to remove it is itself a violation of the article.

Fourth, and most squarely aimed at illegal dumping, subsection (d) makes it unlawful to cast, place, sweep or deposit solid waste anywhere in the city in a manner where it may be carried or deposited by wind or water onto a street, sidewalk, alley, sewer, drainage swale, ditch or retention area, or any other public place, or onto someone else's property. This section works alongside Sec. 20-103, which separately bars letting solid waste accumulate on a premises for more than four days without arranging disposal, and lets the city remove such accumulations and bill the property owner.

Because Chapter 20 does not set a specific fine for Sec. 20-104 violations, they default to the citywide general penalty in Sec. 00, imprisonment up to 60 days, or both, with each day the violation continues counted as a separate offense, and the city may also pursue code enforcement, injunctive relief or civil action.
