Sec. 20-71 governs where and when Largo waste containers can be set out. Subsection (a) requires that containers and waste for every classification of service be placed for safe, ready access by city crews and equipment, and specifically bars placing containers in alleys, streets, sidewalks, ingress/egress easements, drainage ditches or swales, or in any way that interferes with drainage, vehicle or pedestrian traffic. on the day of collection. Only city-supplied containers are permitted for residential and commercial service under Sec. 20-67(a), covering the automated cart, front-load dumpster, front-load roll-out container and roll-off container categories; other containers cannot substitute for these.

Sec. 20-69 layers on use rules: the container lid must be securely fastened, the container itself kept clean and sanitary by the subscriber, and waste in automated containers may not exceed 100 pounds. For commercial containers, Sec. 20-71(d) and (e) add that dumpsters, roll-out and roll-off containers need a city-approved location with paved access and, separately, that all solid waste and recycling containers must be screened from the right-of-way and adjacent properties under the city's Engineering Design and Construction Standards for enclosures, with more detail in the Comprehensive Development Code.
