Section 32.284 of the Clearwater Code addresses where solid waste containers and dumpster enclosures must be located. Residential and commercial containers must be set on ground level on the customer's property and must be accessible to collection crews without requiring entry into a building, garage, or shelter. Containers cannot be stored in the right-of-way of a street or alley except during the curbside pickup window allowed by Section 32.281. Multifamily and commercial dumpsters require screened enclosures meeting design standards. Subscribers and private collectors cannot place containers outside without first obtaining city approval of the location. Bin placement must not block sidewalks or interfere with traffic visibility.
Containers stored in the right-of-way, blocking sidewalks, or located inside locked enclosures may trigger code citations, missed collection, and civil fines.
