Clearwater offers curbside single-stream recycling under Chapter 32 Article VII, with city-issued blue carts collected on a defined day and recovered materials dealers required to register.
Chapter 32 Article VII of the Clearwater Code authorizes the city's residential recycling program. Single-family customers receive a blue 95-gallon cart for single-stream recycling collected on the same day as garbage. Acceptable materials include paper, cardboard, plastics #1 and #2, aluminum, steel cans, and glass bottles. Plastic bags, hoses, electronics, and food-soiled materials are not accepted. Section 32.283 governs recovered materials dealers, who must file a copy of the certification required by Florida Statute Sec. 403.7046 and register with the Solid Waste Director before doing business in the city. Multifamily complexes and commercial customers arrange recycling through approved private haulers consistent with Florida Statute Sec. 403.706 county recycling goals.
Contaminated carts may be tagged and skipped, and unregistered recovered materials dealers face civil penalties under Section 32.283 and Florida Statute Sec. 403.7046.
