Piscataway, NJ Trash & Recycling: Illegal Dumping (2026)

Section 3-1.5, part of the Litter Control chapter, prohibits discarding or dumping household or commercial solid waste, rubbish, refuse, junk, a vehicle or vehicle parts, rubber tires, appliances or furniture along any street or road, whether on or off the right-of-way, unless the property owner has given written consent and the spot is designated for waste storage or disposal. That section sits alongside related bans on storing bulky household waste or tires in residential zones outside a fully enclosed structure, both enforced by the Piscataway Police Department and other municipal officials under § 3-1.12.

A second, broader prohibition appears at § 3-4.1: dumping garbage, rubbish, waste, refuse, debris, animal or vegetable matter, or any offensive, putrescible, chemical, industrial or sanitary waste is barred on any land in the Township, and maintaining or using land as a dumping ground for that material is separately prohibited. Piscataway's general penalty structure in § 1-5.1 treats unlawful solid waste disposal as an aggravated category rather than an ordinary Code violation: while most violations top out at a $2,000 fine, 90 days in jail or 90 days of community service, the Township Council may set a minimum fine of up to $2,500 and a maximum fine as high as $10,000 specifically for unlawful solid waste disposal.

Section 1-5.7 makes each day a dumping violation continues its own separate offense, so an unremediated dump site can accumulate daily penalties rather than a single flat fine.
