Vermilion Parish, LA Trash & Recycling: Illegal Dumping (2026)

Section 32-47 has two prohibitions. First, no person can maintain an unpermitted public or private dump within the unincorporated areas of the parish, or allow the storage or collection of any garbage, trash or refuse on any property there. Second, no person can dump, or cause to be dumped, garbage, trash or refuse on property belonging to any person without the written consent of the owner. Consent has to be in writing.

Section 32-3 declares dumping a public nuisance: it is unlawful to deposit trash or debris on the real property of another or on public property, or to suffer, permit or allow it. The Police Jury can authorize "No Dumping" and "No Littering" signs by resolution, and the parish road supervisor or the Police Jury administrator can authorize them as the need arises.

Article III of Chapter 32 lists specific signed locations, each with a sign reading "NO DUMPING" or "NO LITTERING" and a $500.00 fine. Examples include Morning Dove Road and Highway 700, Victoria Acres Subdivision, Merchant Road and Tommy Road. For each, a maximum fine of $500.00 is imposed, and the parish sheriff's department is requested or directed to enforce.

Tires get the harshest treatment. Section 32-53 bars intentionally disposing of tires, or permitting it, in drainage culverts, canals, public places, private property not owned by the accused, parish property, or in or on the waters of the parish. A conviction brings a $5,000.00 fine, 48 to 100 hours of community service in a litter abatement work program, and possible imprisonment of not more than six months.

At the parish's own solid waste containers, § 32-1 forbids dumping anything but household garbage and bars leaving refuse on the adjacent roads, ditches and rights-of-way.
