Sec. 62-61 limits city waste collection to single-family, duplex, triplex, quadraplex and townhouse dwellings on separate lots fronting a publicly maintained street (multi-family and non-residential properties already receiving service as of December 18, 2007 keep it until they opt out). Per address, the city collects no more than two 96-gallon automated containers, or four standard 35-gallon hand-emptied containers or bags, plus up to two tires whether bagged or not; mechanically emptied city containers cap out at two, totaling 192 gallons. Residents may set out no more than two rimless automobile tires a week, large or special-use tires aren't collected curbside, and no tires are collected from commercial establishments.

Sec. 62-62 lets the director of public works authorize more hand-emptied containers where a mobile home park has fewer than 15 trailers or where a site's layout makes mechanical containers impractical. Sec. 62-59 lists what the city never collects regardless of container count: hazardous waste such as poisons, acids, motor oil and explosives; construction, repair or demolition debris (the owner or contractor must remove it, and no certificate of occupancy issues until it's gone); manufacturing process debris; and overflowing or loose dangerous refuse. Recyclables set out separately for recycling are not collected by the city, and any recyclable placed in a garbage container is collected and disposed of as garbage, not recycled (Sec. 62-59(f)).
