City Code § 30-63 tells occupants exactly how to stage a cart: on curb-and-gutter streets the cart faces the street immediately adjacent to the curb, on paved streets without curb and gutter it sits at the pavement edge, and on unpaved streets it lines up with the future curb location, all without blocking normal vehicular traffic. Carts cannot be set out earlier than 24 hours before the scheduled collection day and must be at the curb before 7:00 a.m. on collection day itself. Nonresidential properties need City approval before receiving service and are capped at one 95-gallon cart of trash and two 95-gallon carts of recyclables per collection unless the City approves more.

Section 30-63(d) further restricts the hours of operation for both public and private haulers: collection and hauling can occur only between 6:00 a.m. and 9:00 p.m., and only in the residentially zoned districts R1, R1D, R2, R3M, R3 and R4. Under the companion Section 30-64, carts must be City-issued or City-approved, fully closed with the lid shut to be picked up, and removed from the right-of-way the same day they are emptied; anything left loose outside the cart is not collected. The Director of Public Works administers exceptions to the placement rules.

Article III's general penalty clause, Section 30-67, backs the article with a forfeiture of not less than $100.00 nor more than $1,000.00 plus costs of prosecution, with jail time of up to 90 days in default of payment, and each day of a continuing violation counted as a separate offense.
