Janesville, WI Trash & Recycling: Recycling Requirements (2026)

Section 30-93 declares the recycling program in the City mandatory, and Section 30-94 spells out what must be separated by occupants of single-family and two-to-four-unit residences, multiple-family dwellings, and nonresidential facilities and properties before that waste is deposited in any City landfill or set at the curb: lead-acid batteries, major appliances, motor oil, yard waste, aluminum containers, bi-metal containers, corrugated paper and other container board, foam polystyrene packaging, glass containers, magazines, newspapers, office papers, rigid plastic containers (PETE, HDPE, PVC, LDPE, PP, PS and other resins), steel containers, waste tires, electronic waste, and asphalt roof shingles.

Section 30-95 exempts occupants whose waste already goes to a DNR-licensed processing facility that recovers those same materials in as pure a form as technically feasible, and exempts any material for which the DNR has granted a variance under Wis. Stats. § 287.11 or Wis. Admin. Code § NR 544.14. Owners or agents of multiple-family and nonresidential properties carry extra duties under Section 30-97: they must provide separate recycling containers, notify tenants in writing when they move in and again at least semi-annually about the program, arrange collection and delivery to a recycling facility, and give tenants a named contact with address and phone number.

The Director of Public Works enforces the program under Section 30-99 and may inspect separated recyclables, waste designated for disposal, and collection sites without prior notice. Article IV's own penalty clause, Section 30-100, sets a forfeiture of $100.00 to $1,000.00 plus costs of prosecution, with up to 90 days in jail on default and each day of noncompliance a separate offense.
