SLCRO §607.181 requires that all 1- and 2-family residences in St. Louis County receive: once-weekly trash collection, once-weekly recycling, and twice-yearly bulky waste pickup. All county-licensed residential haulers must provide all three components.
The Waste Management Code (Chapter 607) makes trash service mandatory countywide (§607.140 — 'Waste To Be Collected') if collection services are reasonably available. Unincorporated areas use the District Trash Program (8 districts) for competitively-bid pricing. Municipalities may exempt haulers from collecting recyclables if the city provides a recycling facility and meets diversion targets.
Penalty of $1,000/day for failing to maintain service; haulers risk license revocation.
