Chapter 10, Article III governs waste collection for multifamily, commercial, industrial and institutional properties, which cannot use the residential cart system and instead must contract with an "authorized collector" under § 10-55. Those collectors must be licensed by the City under §§ 10-58 through 10-60, and licensed commercial rubbish or recycling collectors pay an annual fee under § 13-34 (listed at $200 in the current fee table). Section 10-61 sets physical standards for the vehicles and dumpsters themselves: collection vehicles must be sanitary and leakproof and licensed by the St.

Louis County Department of Health, must display the collector's name, and every dumpster located within the City must contain the applicant's name, address, and phone number. Dumpsters must also be maintained in good condition and, except during temporary construction use, must have lids to control odor, pests and litter. For large one-time volumes, such as a cleanout or renovation, § 10-63 allows a roll-off container through the Sanitation Division for a fee set on the City Council's adopted schedule, separate from the ongoing commercial contract fee. Any hauler operating without the required St. Louis County waste-hauling license and City authorization is operating unlawfully under § 10-58.
