St. Peters, MO Trash & Recycling: Recycling Requirements (2026)

St. Peters funds curbside recycling through the same account that pays for trash pickup. Section 235.090(A)(2) requires every owner or occupant of a dwelling unit in residential property within City limits to receive City solid waste service and pay the service charges set out in this Section, unless the Director determines the collection point cannot be reasonably accessed, grants a written waiver for special circumstances, or the parcel falls outside service under the restrictions of Section 260.247, RSMo. Once enrolled, Section 235.090(B)(1)(b) has billed the weekly curbside recycling component at $0.00 per two months since April 14, 1997, so the line appears on the bimonthly utility statement at no separate charge.

The Director of Transportation and Development Services sets the collection schedule and, under Section 235.070(A)(19), is authorized to adopt rules for the handling of recyclables, including sorting, labeling, storage and collection, and may contract for the sale or collection of recycled materials. Section 235.010 defines RECYCLABLES as solid waste that may be removed from the waste stream before disposal for sale, use or reuse, and RECYCLING as the separation and reuse of materials that would otherwise become solid waste. Commercial establishments face a separate, narrower cardboard-segregation mandate under Section 235.100 rather than this residential curbside program. Bills are combined with other City utility service and are due bimonthly; unpaid balances trigger the penalties described below.
