Kershaw County, SC Trash & Recycling: Recycling Rules (2026)

Kershaw County divides its unincorporated area into eight franchise service areas under Sec. 28-131, and any single-family or duplex household in a franchise area has the right and option to subscribe to the awarded collector's service for the contract fee. Sec. 28-132 requires every franchise contract to include once-a-week household garbage collection using a covered 90-gallon roll cart, weekly yard trash collection between April and November, biweekly collection of recyclables limited to glass, paper, metal and cardboard in containers the collector supplies, and fee-based pickup of furniture, appliances and other bulky items negotiated between customer and collector.

Sec. 28-133 sets customer duties: containers go near the curbside of the nearest road on collection day and must be pulled back promptly afterward, yard debris is picked up curbside only, dead animals are not collected, garbage receptacles must be kept clean and treated with insecticide if needed, no one may deposit waste from outside their own collection area, and no one but the owner or the collector may tamper with a container or its contents. The director of environmental services administers and enforces the article under Sec.

28-127 and may seek county council approval of implementing regulations. Sec. 28-136 layers on an annual user fee collected with property taxes to defray disposal costs. Sec. 28-135 makes any violation of the article a misdemeanor enforceable by deputized law enforcement, including Special Services Department officers, punishable in magistrate's court.
