Chapter 206, Solid Waste, defines yard waste in Section 206-3 as grass clippings, leaves, flowers and vegetable trimmings, and separately defines tree parts as cuttings from shrubs, hedges and trees more than four inches in diameter. Section 206-4D requires brush and tree parts generated by the owner or occupant's own activity to be tied with string or twine into bundles no more than 48 inches long and 12 inches in diameter, weighing no more than 40 pounds. Section 206-4G requires cut grass, leaves and garden clippings to go in totes capped at 150 pounds when filled, or in biodegradable paper bags capped at 40 pounds.

Section 206-7B commits the Town to collecting cut grass, brush and tree parts produced by both residents and commercial contractors, but only when that material was generated on the site where it is placed for collection and prepared in accordance with Section 206-4G. on collection day, and must be pulled back within 12 hours after being emptied, at least 10 feet from any neighboring structure and out of the front yard. Ownership of anything set at the curb for collection vests in the Town under Section 206-7E, making unauthorized scavenging of yard waste itself a violation.
