Letting yard waste or other solid waste accumulate on a property beyond one week is declared a public nuisance under Section 8.28.110, subject to summary abatement under Chapters 8.52 and 8.76 and citation fines starting at $50 for a first violation, $75 for a second, and $100 for a third or subsequent violation under Section 8.28.210(C).
