Section 71-71(a)(5) sets Doral's maximum lawn area: residential and mixed uses are limited to 60 percent of the landscaped open space required in their zoning district, or 50 percent of net lot area where the district specifies no open space requirement. Commercial, office, and industrial zones are capped at 20 percent of required open space, or 20 percent of net lot area less building coverage where none is specified. Subsection (a)(4) lets very drought-tolerant grasses and low-growing native groundcover be used beyond that cap without counting against it, and subsection (a)(2) excludes stabilized grass parking areas, sports and playground grass, right-of-way grass, and drought-tolerant stormwater retention/detention plantings from the maximum entirely.

Section 71-71(b) folds in irrigation rules: automatic systems must carry a moisture or rain sensor, overhead spray is limited to bona fide agricultural uses, and watering days and hours must follow the schedule set under chapter 32 of the Miami-Dade County Code, with a hose bib required within 75 feet of any landscape area lacking a permanent irrigation system. Compliance is verified through the preparer's certification of landscape compliance required by section 71-6 before the city issues a certificate of use and occupancy or completion, and the department of planning and zoning can withhold that certificate under section 71-12(a) until the certification is filed and approved.
