Greensboro and Guilford County do not impose breed-specific legislation (BSL). North Carolina dangerous dog law under N.C.G.S. 67-4.1 through 67-4.5 uses a behavior-based approach. A dog is classified as potentially dangerous if it has inflicted a bite on a person or killed or inflicted severe injury on a domestic animal when not on the owner's real property. A dangerous dog is one that has killed or inflicted severe injury on a person or is determined to be potentially dangerous and the owner fails to comply with containment requirements. Dangerous dogs cannot go beyond the owner's property unless leashed and muzzled or otherwise securely restrained and muzzled. Owners must maintain a proper enclosure with posted warning signs. North Carolina has no statewide BSL ban but the state law preempts local breed bans by establishing the behavior-based standard. Guilford County Animal Control enforces these provisions. Violations of dangerous dog requirements under N.C.G.S. 67-4.3 are Class 1 misdemeanors.
