Section 9.02.030 states no livestock or fowl, including male fowl capable of crowing, may be kept by any person within the Town unless the keeper complies with Title 9 and the Town's zoning and use requirements. Where fowl is allowed under those zoning rules, it must be contained in an enclosed pen set back no closer than 200 feet from any off-site residence or business on an adjoining property, which as a practical matter limits backyard flocks to larger residential lots away from neighboring structures.

Separately, Section 9.02.010 makes it unlawful for any livestock or fowl owner to allow the animals to run at large in the Town, and Section 9.02.020 authorizes a Town Animal Welfare Officer to impound livestock or fowl found in violation, though a horse may only be impounded when necessary to protect the horse or public safety. Livestock is defined in Section 9.01 as cattle, swine, sheep, goats and horses, mules, asses and other farm or ranch production animals. Both sections trace to Ordinance 5.06.33 of 2005, with the 200-foot fowl setback added by Ordinance 5.06.37 in 2014.
