Parker, CO Animal Ordinances: Microchipping (2026)

Parker Municipal Code Section 9.06.010 makes it unlawful for any owner, possessor or keeper of a domestic dog or cat to keep the animal within the Town without some form of identification that lets an Animal Welfare Officer trace the pet back to its owner. The Town accepts either a physical tag on a collar or harness bearing a Town identification tag, or an implanted microchip; every dog and cat must carry one of these forms of ID at all times, not just when off the property.

The rule reaches beyond loose animals: Section 9.03.035(b) separately authorizes an Animal Welfare Officer to impound any cat found roaming at large in Parker that lacks a microchip or tag identifying its owner, on top of the general spay/neuter-at-large restriction in Subsection (a) of that Section. Enforcement runs through the Parker Police Department's Animal Welfare Officer, who can issue a penalty-assessment ticket under the fine schedule in Section 9.07.010(b)(10) rather than sending every case to Municipal Court: a first identification violation costs $100, and a second violation within twelve months costs $200.

A related offense, using a stolen, counterfeit or forged rabies tag or certificate under Section 9.06.070, carries its own $30 first-violation and $60 second-violation fine. The licensing chapter reserves Sections 9.06.020 through 9.06.060 and 9.06.080 for future use, leaving identification, false-document and spay/neuter requirements as the substantive provisions of Chapter 9.06.
